Ok I finially figured out how to install the attachment mod so you can attach a picture to your post like in the past I am letting the users use their own judgement on what not to post abuse was not a big problem in the past so I don't see it being a problem now...

When your replying to a post at the bottom of the screen where you normally click "submit" you will see a "Browse" button you click on that button then navagate to where the picture is on your hard drive to attach it to your post you also can add a comment about the picture in the "File Comment" area.
