I make mine flat as all heck. You can have the head professionally decked but I've found that on small engines the following shop-job works just fine:
Affix some 220 grit wet/emory cloth to an extremely slat surface. A piece of countertop granite is perfect, but linoleum countertop is also OK. Rub the head using only the weight of the head - do not press - in a figure-8 pattern. Wet the sandpaper as needed. Check often. You will start to see high-points come clean off from under the head. Keep going until most of the head is roughing out completely. It probably wont take too long. Jump up to 500, then 1000 grit.
