You have given us enough info to make us ask you 40 questions.

We are staring at a blank screen until you provide us info we realize you see everything you have it in front of you, our mind reading skills sucks

What Engine you talking about?

You need to start measuring piston to cylinder clearances and ring end gaps.

What is "low compression" ?

I have 2 fl250s one runs great i got another guy changed cylinder and piston when I got would not crank pull starter and it pulled easy. Removed starter bolt and the guy did not put flywheel nut on so it sheered key and was just spinning , I replaced key and nut and tried to start. when I pull rope it has some resistance like a little compression but not alot and nothing like the one that runs. after seeing what the guy had done with flywheel figured best to check cylinder and piston I did find 1 piston pin clip missing and will be taking cylinder and piston to machine shop to get measurements

Ahh ok, yeah after finding the lose nut and the missing cir clip I would inspect everything real close, let us know what you find.

After you fixed the flywheel you had spark?
