Well judging by some of your answers here I can tell you are not completely mechanically inclined but that is not a bad thing. Each of us is trained for something in life. I can't do brain surgery --- I'm too stupid, I am a millwright. Lets take these questions one at a time:
1) Crank seal leak (beyond my scope): You are obviously smart enough to know it "may" be beyond your scope. I say "may" because you can always try to do it and if you F it up you can take it to the Honda shop. These are very simple engines but you still need some knowledge about them.
2) Compression test "never performed these tests before": This answer is what gave you away. Anyways it is higher with the throttle open because the Engine needs the air to compress it. This test is performed with the throttle wide open.
3) Carb: If this is the original carb all you need is a manual to check to see if the jets are correct. Also you have a gravity feed tank which means you need a larger fuel valve in the carb to ensure you get enough fuel to the carb. I don't know what size but maybe someone here can remember.
On a side note do you have a manual ?? If not I can email you one. If you PM (private message) me your email I will send you a pdf copy.
Also I do not like the way that fuel tank is mounted on there. Looks scary as hell.
